Carlos Gadsden-Carrasco, Governance Expert

Carlos Gadsden is the International Secretary for ISO/IWA 4, the first International Standard of ISO in Local Governments. It has been translated into 8 languages and is a national norm in Spain, Mexico, Slovenia, Peru, Italy and Bolivia, and soon Egypt. He is also the Executive Secretary of the International Foundation for the Development of Reliable Governments and the honorary Executive Secretary of the World Council for Quality.

President of OSI, a consultant firm, he has over 20 years of experience in local governments and intergovernmental relations. As a quality management and organizational development consultant since 1981, he has worked with more than 100 enterprises and institutions in the private sector and with many local governments and the public sector in Mexico, Latin America and Europe.

He worked with the Mexican Presidency Office for the International Recognition of Reliable Governments in 2006 and for the National Fiscal Convention Process. He was the first General Director of the National Institute for Federalism and Municipal Development in the Interior Ministry. He had the responsibility to design and elaborate the President Fox National Program for an Authentic Federalism. From 2001 to 2003 he occupied the Presidency and Vice-Presidency of the Highest Authorities Network on Decentralization, Local Governments and Civil Participation (RIAD by its initials in Spanish) of the Organization of American States (OAS), created by a mandate of the American Chiefs of states at Ottawa 2001. He was for six years the highest authority on Municipal Development of the State Government of Guanajuato.
